So, does this mean that there IS a southbound service between Camden Town and Kennington via Charing Cross? Are London Underground suggesting that people use Northbound services if they want to go south?

Just so. If you are at Camden town and which to get to London Bridge, one could go south to Kennington via Charing Cross, then north back up the Bank branch. Or, you know, stay home.
